Mexico opens call center for mojados

The Mexican government has opened a special call center in Arizona to provide a sympathetic ear for Mexican citizens caught up in crackdown on illegal immigration in the desert state.
Officials at the Mexican consulate in Tucson said they opened the center last week. It is available 24 hours a day to field complaints from Mexican nationals about their treatment in the border state, where as many as half a million illegal immigrants live and work in the shadows.
"We want to offer a human voice at the other end of the line, so they can feel protected and know that someone is here for them," said Alejandro Ramos, head of the consulate's Department of Protection.
Feelings run high about illegal immigration in the United States, where an estimated 12 million undocumented workers and their children hide from authorities.
After the U.S. government failed to pass legislation overhauling immigration laws last year, many U.S. states and some local authorities have acted to clamp down on illegal immigrants. Arizona passed a law to block the hiring of illegal workers.
These and other anti-immigrant measures are responsible for a hike in the number of calls to the five Arizona consulates, Ramos said. A combined 2,400 calls are logged each week.
"We're getting more and more calls from people requiring our services," Ramos said. "One of the factors is that, in a way, life has become harsher for them in the state of Arizona."
The call center idea stemmed from a new initiative Mexico President Felipe Calderon issued last year to improve communications with Mexicans living outside the country, Ramos said.
The line me tskepticism from Maricopa County Sheriff Joe Arpaio, who launched his own efforts to crack down on illegal immigrants in the Phoenix area, roughly 200 miles from the border, with highly publicized raids.
"I hope that if someone calls in and is in violation of the law that they would pass it along to me," Arpaio said. "I hope they tip me off, so I can do my job."

Kidnapping Expert Kidnapped

MEXICO CITY (AP) - A well-known U.S. anti-kidnapping expert has himself fallen victim to the wave of abductions in Mexico as unidentified assailants snatched him from a street in the northern state of Coahuila.
Local authorities say American Felix Batista was in Mexico to give talks and offer advice against kidnapping. The former U.S. army officer sometimes serves as a negotiator with kidnappers.
Batista is a consultant for the Houston, Texas-based security firm ASI Global LLC.
ASI Global President Charlie LeBlanc says Batista was abducted on Dec. 10 in Saltillo, the capital of Coahuila.
LeBlanc said Monday that the FBI and Mexican police are working on the case, but would not say whether any ransom demand has been received.

NYC to sieze bikes over loud pipes

In a new bid to stem motorcycle noise, the City Council is set to pass a bill requiring all bikes to sport tags certifying approval by the Environmental Protection Agency.
No EPA tag, you get a ticket, without the officials having to prove the bike exceeded the 80-decibel limit set by the city's noise code.
"Today we go a long way toward taking the squeal out of the hogs," said Peter Vallone (D-Queens), chairing a final bill hearing Wednesday in the Public Safety Committee.
Under the bill, expected to pass the full Council Dec. 18, a first conviction carries a maximum $1,000 fine and temporary confiscation until the penalty is paid.
A second conviction hikes the maximum fine to $2,500 and imposes permanent forfeiture.
NYPD Lt. Daniel Albano testified that existing laws require cops to catch noisy motorcyclists in the act, which is difficult and can entail potentially hazardous chases.
The new measure would let single officers on foot patrol - or other city agents - ticket parked motorcycles, he said.
It gives police "an extra tool to get at what is truly a serious problem," said Councilman Alan Gerson (D-Manhattan), who crafted the bill based on a law in use in Denver.
But biker Bill Ferraro, president of the Union Ironworkers Motorcycle Club, Local 580, testified that "it's unsafe for us to ride when the pipes are too low."
He also said the city can't close its budget gap "with confiscation of bikes and seizure."
